Hanoi Parking Charged Above the Posted Price: What to Do

About 8 minutes to read

You come back to your rental scooter and the attendant asks for more than the price board shows, or hands you no ticket at all. Before you argue, it helps to know which Hanoi price list applies to that particular parking spot, because the city’s newest price decision covers only one type of parking point. This guide sets out what Hanoi’s official pages say about parking prices for motorbikes and where to report a problem, with the date of each page. It does not decide who is right in any single dispute and does not quote fines.

The short answer

Decision 5794/QĐ-UBND, signed on 15 October 2026, sets motorbike parking prices of 10,000 VND per day-time visit, 15,000 VND per night-time visit and 25,000 VND for day and night, but only at parking points that temporarily use roadway or pavement built with state-budget money. Private lots, indoor car parks and other sites are not covered by that decision, according to the city’s legal-information page. If you are asked for more than the posted price, record the board, the place, the time and the amount, pay or not as the situation allows, and tell your rental shop. For an urgent problem, the city’s reply on its citizen portal points to the local police or the 113 emergency number.

Which parking points Decision 5794 covers

The Hanoi city portal reported on 16 October 2026 that Vice Chairman Trương Việt Dũng signed Decision 5794/QĐ-UBND on 15 October 2026, setting prices for parking bicycles, motorbikes and cars at points that temporarily use roadway and pavement invested with state-budget funds. The city’s legal-information site, posting on the same day, said the decision took effect on signing and stressed that the new prices apply only to this type of parking point, not to every parking point in Hanoi. The city asked operators within the decision’s scope to charge the set prices.

In practice, that leaves a large group of places outside the decision: private lots, parking inside buildings, and sites that are not on state-funded roadway or pavement. None of the pages read gives a current price for those.

Motorbike prices under the decision

How you payPrice reported on 16 October 2026
Per visit, day time10,000 VND
Per visit, night time15,000 VND
Per visit, day and night25,000 VND
Monthly, restricted streets in the core urban area250,000 VND
Monthly, other streets200,000 VND

The two city pages describe the scope a little differently. The city portal says the prices apply on restricted streets in the core urban area and on the remaining streets inside Ring Road 1. The legal-information page says the per-visit prices apply in all areas alike and only the monthly prices differ by area. Neither page says which hours count as day and which as night under the new decision.

Older figures you may still see

A city legal-information page from 8 March 2023 cites Decision 44/2017/QĐ-UBND with lower motorbike prices of 5,000, 8,000 and 12,000 VND per visit and day time running from 6:00 to 18:00. None of the pages read says whether that older decision is still in force or has been replaced. Do not use a 2023 price board, or an old blog post, as the yardstick for a 2026 charge.

What the 2023 page says about charging above the set price

The same 8 March 2023 page answers a question about parking at heritage and scenic sites. It says a parking operator charging more than the set price could be fined under Article 13 of Decree 45/2019/NĐ-CP on tourism, which includes the act of not selling at the posted price. That answer concerns tourist sites and a tourism decree, so this guide does not stretch it to every parking point in the city, and it does not quote the fine amount.

Where to report: iHanoi and 113

On Hanoi’s citizen portal, the city People’s Committee answered a complaint about illegally parked cars (updated 3 September 2025). It said every report filed on the iHanoi app is passed to the competent agency, and that for matters needing urgent action, the city police ask residents to report directly to the local police or call 113. The answer concerned illegal car parking, not parking prices, and the page does not say whether a price dispute is a report the app accepts, or how long a reply takes.

For a visitor, iHanoi may be hard to use without Vietnamese, so the practical first call is often your rental shop or your hotel, who can help explain the situation to the attendant or to the police.

Record the facts on the spot

None of the official pages explains what to record when you are charged more than the board shows. These are general suggestions, not rules:

  • Photograph the price board, if there is one, and the wider scene, so the photo shows whether the bike was on the roadway, on the pavement or in a separate lot.
  • Note when you left and collected the bike, and the amount you were asked for.
  • Photograph the ticket or receipt if you were given one, and keep it.
  • Note the name or address of the place, and keep any messages you exchanged.
  • Stay calm and keep the exchange short; a translation app can show the attendant a written question about the price.

How tickets and payment usually work at Hanoi lots is covered in Hanoi Motorbike Parking: Tickets, Payment and Collection Checklist, and a lost ticket is a separate situation covered in What to Do If a Motorbike Parking Ticket Is Lost in Hanoi.

What not to do

  • Do not treat the Decision 5794 prices as the standard for every lot: the city page says the decision does not apply across the board.
  • Do not compare a 2026 charge with a 2023 price list: the pages give different figures, each with its own date.
  • Do not wait for an app reply when a situation is urgent: the city’s answer points to the local police or 113 for urgent matters.
  • Do not ride away without paying or leave the rental bike behind in a dispute; contact the rental shop first.

Choosing where to park in the first place

The easiest dispute is the one you avoid. Before you park, look for a posted price board and a ticket, ask the price at drop-off, and agree overnight terms in advance. Around the Old Quarter, the city’s own guidance on parking at the edge and walking in, together with the Decision 5794 prices for the city centre, is summarised in Parking Near the Old Quarter Edge: What Official Hanoi Pages Say Before You Walk.

What the sources leave out

  • Apart from the line on not selling at the posted price in the 2023 tourism answer, no page covers price boards at parking points, issuing tickets or what to say to an attendant.
  • No page gives current prices for private lots, indoor parking or sites outside state-funded roadway and pavement.
  • No page defines day and night hours under Decision 5794; the 6:00 to 18:00 day-time window appears only on the 2023 page.
  • No page says whether Decision 44/2017/QĐ-UBND is still in force or has been replaced.
  • The iHanoi answer concerns illegally parked cars, not parking prices.

Questions riders ask

How much should motorbike parking cost in central Hanoi?

At points that temporarily use state-funded roadway or pavement, Decision 5794/QĐ-UBND sets 10,000 VND per day-time visit, 15,000 VND per night-time visit and 25,000 VND for day and night. Other lots set their own prices, and the pages read give no figures for them.

Does the new price apply to every parking lot?

No. The city’s legal-information page of 16 October 2026 says the decision applies only to parking points on state-funded roadway and pavement, not to all parking points in Hanoi.

Who do I report an overcharge to?

The iHanoi app forwards reports to the competent agency, and for urgent matters the city police ask people to contact the local police or 113. As a visitor, contact your rental shop or hotel first so someone can explain the situation in Vietnamese.

Should I pay if I think the price is wrong?

That is your decision on the spot. Recording the board, the place, the time and the amount keeps your options open, and leaving without paying can turn a price question into a bigger problem.

If the bike is a rental

A parking dispute can involve the shop’s property and papers as well as your money. Keep the registration copy and the key with you rather than in the under-seat box, photograph the bike where you parked it, and if an attendant will not release the bike, call the shop before going any further. At pickup, ask who pays parking charges during the rental and what the shop expects you to do if an attendant asks for more than the posted price.

Renting from Thuê xe máy Nguyễn Hà

Thuê xe máy Nguyễn Hà is at Ngõ 5 Nguyễn Văn Cừ, Bồ Đề, Long Biên, Hanoi (near Gia Lam bus station), open 09:00–21:00 daily. If you are charged more than a posted price while parking one of our bikes, call or message 0334 699 969 and we can help explain the situation.
