Foreign Licence Exchange in Hanoi: Prepare Documents Before a Long-Term Motorbike Rental

About 10 minutes to read

Who should consider a Vietnamese licence exchange?

A foreign resident who wants to drive a motorbike during a long-term stay in Hanoi may be eligible to exchange a valid foreign national driving licence for an appropriate Vietnamese licence, but the application depends on residency evidence and the vehicle categories already authorised. The exchange is not the same as purchasing an International Driving Permit (IDP), and an IDP itself is not the national licence that qualifies for conversion. Start by reading the actual licence, legal immigration status and official administrative requirements before assuming you can ride a rented scooter for months.

This article is a practical preparation checklist for a long-stay foreign motorbike renter, not a general guide to all motorbike rental legal topics. Our existing motorbike licence rental overview discusses broader travel and road rules. The distinct task here is deciding whether a person can apply under the official exchange procedure and what to prepare for the police authority.

It also does not describe initial training and driving examinations for someone who does not hold a qualifying foreign licence. That is a different administrative route, and successful conversion must not be promised without individual verification.

The controlling regulation changed in 2025

The principal source for this procedure is Circular 12/2025/TT-BCA of the Ministry of Public Security, particularly Article 24 on conversion of foreign-issued driving licences. This regulation follows the transfer of driving-licence administration to the public security authorities in 2025. Guides directing every applicant to the old transport-department process may therefore be outdated.

The National Public Service Portal procedure for foreigners’ licence exchange lists the administrative service, applicable forms, competent authorities, published processing information and any fee. These are official starting points to verify before an application. Procedure pages may change, and an actual accepting office must be confirmed for the applicant’s case.

Use these government sources rather than an unverified agent promising ‘automatic issuance’ after receiving a passport image. No intermediary can add legal vehicle classes to a genuine licence by editing a translation or application form.

Residency evidence is essential

Article 24 identifies foreigners residing, working or studying in Vietnam who have a valid national driving licence and qualifying documents. The provision specifies relevant diplomatic or official identity documentation, or a temporary or permanent residence card with an applicable period of at least three months. Read the exact document requirement for your status rather than assuming that every tourist e-visa or hotel booking qualifies for the exchange route.

A person with a short stay may need to consider the separate law governing valid foreign national and 1968 Convention international permits, if applicable. It is not sound to present conversion as a guaranteed option for every airport arrival. If you do not have the required residential evidence, ask the competent authority whether another lawful option exists before making a motorbike booking.

The local address used to communicate with police or the rental provider should be accurate, but listing a Hanoi hotel alone does not establish immigration eligibility for this administrative procedure.

The original national licence must be valid and genuine

The exchange is based on a national driving licence issued by a competent foreign authority. Article 24 excludes certain temporary foreign licences, international driving permits, licences that have expired or been materially altered, and documents whose identification information is insufficient or inconsistent. An applicant must not substitute an online translation booklet for a valid domestic licence.

Check the issuing country, category, restrictions, issue and expiry information and photo. If a document is worn or contains different names, resolve the underlying identity or issuance issue through the competent authority. Do not make visual edits to a licence to fit the Vietnamese form.

Some applicants have more than one vehicle category on their domestic licence. The official procedure examines which equivalent categories can be recognised; a car-only entitlement does not automatically become a Vietnamese motorcycle entitlement because the applicant wants to rent a scooter.

Motorcycle entitlement determines which category is possible

The Vietnam Road Traffic Order and Safety Law defines current motorcycle licence categories. A1 covers two-wheeled motorcycles up to 125 cm³ or electric power up to 11 kW; A covers larger two-wheeled motorcycles and A1 vehicles, subject to applicable provisions. Article 24 of the exchange circular states that the Vietnamese licence categories correspond to the categories authorised by the qualifying foreign national licence.

A resident who holds only an ordinary passenger-car licence should not assume that an exchange creates authorisation for a 110cc scooter. Likewise, a motorcycle licence with overseas restrictions needs careful category assessment. Read the original entitlement and ask the licence administration authority how it will be evaluated.

Do not confuse pre-2025 Vietnamese licence class terms and transitional provisions with the classes printed on newly exchanged licences. The issuing authority must make the actual category determination using the relevant law.

Prepare a suitable Vietnamese translation

Article 24 requires a Vietnamese translation of the foreign driving licence with appropriate certification of the translation’s quality from an accepted body, such as a Vietnamese notarial organisation or an eligible Vietnamese representative body abroad, attached appropriately to the copied licence. A casual machine translation on a phone should not be assumed to meet the evidentiary requirement.

Ask a qualified translation or notarial service what source document and identity data it must review. Ensure the translation reflects the actual categories, restrictions and name spelling; a guessed ‘motorcycle category’ is dangerous. Keep the original national licence available for checking at the application counter as required by the official procedure.

Do not send copies of passport pages and original licence details to an unsolicited social-media account. Verify that the service is legitimate and only share what is necessary through an appropriate channel.

Health certificates and individual exceptions

Article 24 includes a driver medical examination certificate in the application documentation while providing a stated exception for qualifying foreign applicants whose exchange duration is tied to the indicated visa or temporary-residence period. The right treatment depends on the applicant’s documents and current implementation. It is misleading to say either ‘every foreigner needs a new medical examination’ or ‘no foreigner needs one’.

Read the full Article 24 document list and contact the receiving police unit or official service desk for confirmation before spending money on a medical examination. If a health certificate is required, it must come from an eligible facility under the relevant rules rather than an informal self-declaration.

Keep any exemption reasoning in the application notes so you can explain why a particular supporting paper was or was not included. The authority reviewing the file, not the rental shop, is responsible for the administrative determination.

Identify the proper filing channel in Hanoi

The Ministry of Public Security circular and National Public Service Portal describe submission and processing through authorised traffic-police or designated local police reception arrangements. The exact accepting location and appointment mechanism can change, so use the official portal or the competent Hanoi police channel to confirm where your particular application should go.

A historic article naming a transport-department office should not be treated as definitive after the 2025 administrative transfer. Do not send the original licence or passport to a private office that claims to be the police unless its authority is independently verified.

Prepare the official form appropriate to foreigners, verified translated copy, original documents for comparison, evidence of residency and any other listed supporting materials. Confirm the number of copies and any booking requirement directly from the current service page.

Know what the procedure says about timing and fees

The government service entry publishes an expected processing period for a complete valid application and a listed administrative fee. A stated working-day period is not a guarantee that every application will complete by a specific calendar date. Verification of a foreign licence, missing papers, identity differences or a nonstandard case can change the practical timeline.

Check the currently displayed fee and accepted payment method before submission. Avoid reproducing a price as permanent fact in a guide intended to remain online after future fee revisions. If an intermediary adds service charges, distinguish those optional charges from the government’s official fee and ask for itemised terms.

Do not plan a nonrefundable month-long motorbike rental solely on the assumption that a Vietnamese licence will arrive before the next morning. Arrange lawful transport while any required authorisation remains unresolved.

An IDP cannot itself be exchanged

Article 24 explicitly excludes conversion of an international driving permit. The source document must be a qualifying national driving licence, and the exchange yields the matching categories the authority approves. An IDP serves a different function under the rules for international driving, so treating it as a shortcut into a local Vietnamese motorcycle licence misunderstands both systems.

For shorter trips, refer to the official Article 57 international-permit provisions and verify a genuine 1968 Convention IDP with the corresponding original national driving licence and motorbike category where relevant. That approach may not be appropriate for every nationality or resident status. The two legal routes are related but not identical.

Never assume that buying an unofficial international licence online or obtaining a translated car licence changes your entitlement to ride motorcycles. The scope of the original national licence remains central.

What to do while your application is pending

A submitted application or appointment receipt is not automatically an operating licence for a motorcycle. Do not ride a class-restricted motorbike unless you independently possess an otherwise valid document arrangement recognised by Vietnamese law. Ask the competent authority what rights, if any, a specific receipt or temporary record confers. Do not rely on a rental shop’s guess.

In the meantime, consider other transport or a vehicle category for which you have clearly established lawful eligibility. Any rental decision should also involve helmet fit, rider competence, insurance, vehicle papers and a contract. Our Hanoi rental requirements checklist explains those broader handover items.

When the Vietnamese licence arrives, read its categories and validity directly. If it does not include the motorbike class you expected, seek administrative clarification before riding; do not infer an omitted entitlement based on the original application.

Keep a durable record for a longer rental

Store official licence correspondence and the rental contract separately. Record which bike you have been offered, its displacement or rated motor power, the authorised rider and the date your licence and rental conditions are valid. If a model substitution or extension occurs, check again that the actual machine remains within the licence categories and insurance conditions.

Share only appropriate information with the rental provider. It may reasonably ask to see evidence of eligibility before handing over the motorcycle but does not need your passwords or full police portal login. Sensitive document copies should not be left in public chats or unsecured cloud folders.

For a proposed different model at pickup, the rental substitution guide describes how to compare terms and rider suitability. Licence exchange changes the person’s legal position, while substitution changes the vehicle; both sides must align.

Administrative preparation checklist

  1. Check if your immigration status satisfies Article 24’s eligibility conditions.
  2. Verify that your national driving licence is genuine, valid and includes the motorcycle class you need.
  3. Read the official foreign-licence exchange service on the government portal.
  4. Prepare the correct official foreign-applicant form.
  5. Arrange a qualified Vietnamese translation and certification where required.
  6. Clarify medical certificate requirements and any specific exception.
  7. Identify an authorised Hanoi police reception location and acceptable submission method.
  8. Retain filing confirmation without assuming it grants immediate riding rights.
  9. Read the issued Vietnamese categories, restrictions and expiry before accepting a rental bike.

If any condition is not satisfied, seek official guidance on alternative lawful routes rather than altering or substituting documents.

Frequently asked questions

Can I convert an IDP into a Vietnamese motorcycle licence?

No. Article 24 excludes international driving permits from the conversion process. The eligible source is a qualifying foreign national driving licence.

Can a short-stay tourist apply for exchange?

Do not assume so. The foreign-applicant conditions involve qualifying identity or residence documents and specified minimum-duration requirements. Check your actual status with the competent authority.

Will my foreign car licence convert into a motorcycle licence?

Not automatically. Conversion is for corresponding approved vehicle classes; a car entitlement does not create motorcycle permission by itself.

Where should I submit an application in Hanoi?

Use the current Ministry of Public Security and National Public Service Portal information to identify an authorised receiving police office or designated intake point; verify appointments before travelling.

Can I ride a rented bike while awaiting the Vietnamese licence?

A filing receipt is not automatically a driving licence. Ride only if you separately meet the legal requirements for that class with valid recognised documents.
