Carrying a Suitcase on a Rental Scooter in Hanoi: What the Road Law Says and the Alternatives

About 5 minutes to read

No source reviewed says in so many words that a suitcase may not go on a scooter. The road rules that apply speak about “bulky” objects, load limits and the number of people on the bike, and they leave the question of any particular suitcase open. This guide sets out what those rules say, how two other operators limit luggage for comparison, and the transfer options the airport publishes, so that the decision does not rest on a guess.

What the road law says

Law 36/2024/QH15 on road traffic order and safety has been in force since 1 January 2025. The government’s policy portal Chinhphu.vn summarised it in an explainer dated 5 January 2025 (in Vietnamese). According to that explainer:

  • Riders of two-wheeled motorbikes and mopeds may not use the vehicle to carry, shoulder or load bulky objects, or to load goods beyond the prescribed limits.
  • A person carried on such a vehicle may not carry or shoulder bulky objects either.
  • Goods loaded on a motorbike or moped may not stick out more than 0.3 m on each side of the luggage rack width, or more than 0.5 m behind the rack, measured against the manufacturer’s design. Their height may not exceed 2 m from the road surface.

What the text leaves open matters as much. It does not define “bulky”, does not name suitcases and gives no size or weight threshold for what counts as bulky. No source reviewed tests whether a particular suitcase counts as bulky, so this article draws no cut-off. The rack limits are measured against the rack as the manufacturer designed it, which varies by scooter model, and no source gives rack dimensions for any model. Fines are not covered, and penalty rules may have changed since January 2025. Rules change, so confirm the current text with the official source.

A passenger cannot carry a bulky item instead

The same explainer reports that, under Article 33(1) of the law, the rider of a two-wheeled motorbike or moped may carry only one person, except in four listed cases where up to two people may be carried: a sick person on the way to emergency care, a person being escorted for breaking the law, a child under 12, and a frail elderly or disabled person. The consolidated text of the law (55/VBHN-VPQH, 2026) carries the same Article 33(1) wording and, in Article 33(4), bars a passenger from carrying or shouldering bulky objects. If a case does count as bulky, handing it to a passenger does not avoid the rule, because the passenger is barred from carrying bulky objects as well.

How other operators limit luggage

For comparison only, two operators publish luggage limits for their own services. These are not road-law thresholds, and they say nothing about what counts as bulky on a scooter.

OperatorWhat it publishesDate note
Hanoi Metro (Hanoi Railways Co. Ltd), passenger rulesBulky luggage is banned from stations and trains, and defined as larger than 56 x 36 x 23 cm or heavier than 18 kgPage undated
Vietnam Railways, notice reported by VOVFree hand luggage of up to 20 kg per passenger, within 0.8 m x 0.5 m x 0.4 m and 0.16 cubic metresReported 20 February 2024, so more than 12 months old; check for changes

Measuring a bag against these figures shows only how it compares with those operators’ rules. The road law quoted above sets no figure of its own.

Transfer options the airport publishes

The airport’s own pages (undated, read on 24 October 2026) describe several ways to move luggage without riding a scooter:

  • Baggage carts. The arrival page says free carts are provided close to baggage claim.
  • Taxis. Taxis serving passengers must have spacious trunks and working meters with intact seals. The fare table is published only as an image, so no taxi price is quoted here.
  • Buses. The transport page lists a mini bus service listed at both terminals, plus public routes such as 17 to Long Bien (15,000 VND per trip, departures from 5h10 to 22h00, as listed). Treat these as the airport’s figures; the page is undated, so confirm the fare on board. The sources do not say what luggage the buses allow.
  • Luggage storage. The locker page puts storage counters at T2, the international terminal (public area, 2nd floor, East Wing), and lists no hours or prices.

Ride-hailing, delivery couriers and left-luggage prices fall outside what the sources reviewed cover.

What to ask the shop and check on the bike

No source covers a rental shop’s luggage storage, delivery or bag handling, so nothing is stated here about what any shop does. These questions are worth asking before booking:

  • Is any delivery or handover service available for the pickup, and on what terms? The site’s Hanoi Motorbike Rental Delivery & Pickup Guide is its guide to delivery and pickup.
  • Does the shop offer any luggage storage, and what are its limits?
  • Does the bike have a luggage rack, and what does the shop advise about carrying bags on that model?
