Parking in Hanoi
Parking Near the Old Quarter Edge: What Official Hanoi Pages Say Before You Walk In
About 7 minutes to read
A visitor who wants to park a motorbike outside the Old Quarter in Hanoi and then walk in is planning around three questions: where the quarter ends, what the streets allow that day, and what roadside parking costs. This article reports what official Hanoi pages say on each, read on 26 October 2026. It cannot name a parking spot: none of the pages does, and no spot was checked on the ground. Confirm rules and prices on an official notice or with the local ward before leaving.
Where the Old Quarter ends on the official zone description
The only street-name description of the quarter’s edge in these pages comes from the city’s Low Emission Zone (LEZ) pilot. The Yên Lãng commune portal, in a page dated 23 June 2026, says Phase 1 covers 119 streets and 5 alleys in two zones.
| Zone | Yên Lãng commune page: what it covers | Weekend evenings, city page of 30 June 2026 |
|---|---|---|
| Zone 1 | Inside the Hoàn Kiếm Lake walking street, surrounded by Tràng Tiền, Hàng Khay, Lê Thái Tổ, Hàng Đào, Hàng Ngang, Hàng Buồm, Mã Mây, Hàng Bạc, Hàng Mắm, Nguyễn Hữu Huân and Lý Thái Tổ | All road motor vehicles banned, 19:00 to 24:00, Friday to Sunday |
| Zone 2 | The whole Old Quarter, bounded by Hàng Đậu, Phùng Hưng, Tràng Thi, Hàng Khay, Tràng Tiền, Trần Quang Khải and Trần Nhật Duật | No ban stated for this zone in the pages read |
The city page adds that the exact boundaries sit on a map attached to Decision 3273/QĐ-UBND, so these street names are a summary, not the map. On this description the streets bounding Zone 2 mark the edge of the quarter. The pages do not say whether any of them has a parking point.
Weekend evenings: Zone 1 closes to motor vehicles
On 30 June 2026 the Hanoi city portal carried the Department of Agriculture and Environment’s announcement of the scheme. It says Phase 1 runs from 1 July to 31 December 2026 in Zones 1 and 2 of Hoàn Kiếm ward. In Zone 1 it bans all road motor vehicles, including motorbikes, mopeds and cars, from 19:00 to 24:00 on Friday, Saturday and Sunday each week, with priority vehicles allowed round the clock. The same page says the city has not banned all motorbikes and cars that run on petrol or diesel across Ring Road 1; measures apply by area, hours and vehicle type.
Hoàn Kiếm ward’s page, dated 24 July 2026, says ward police lead the barrier and sign system at Zone 1 and that guards from the Hoàn Kiếm Lake and Old Quarter management board help at the checkpoints to guide and remind visitors. Residents of the zone are asked to switch off the engine and walk the bike home once their details are checked. For the pedestrian-street side of this question, see Hanoi Weekend Pedestrian Streets: Plan Your Motorbike Parking Boundary. Yên Lãng’s page says the pilot widens in 2027 to all of Hoàn Kiếm and Cửa Nam wards, while the 30 June city page names Zones 1, 2 and 3 of those wards; check the current notice before travelling.
What roadside and pavement parking costs
The city portal reported on 16 October 2026 that Decision 5794/QĐ-UBND, signed on 15 October, sets prices for bicycle, motorbike and car parking at points that temporarily use roadway or pavement built with state-budget money. For bicycles and motorbikes inside Ring Road 1 the page lists:
| Type of charge | Price (VND) |
|---|---|
| Day turn | 10,000 |
| Night turn | 15,000 |
| Day-and-night turn | 25,000 |
| Monthly, restricted streets of the core urban area | 250,000 |
| Monthly, other streets inside Ring Road 1 | 200,000 |
The page names the restricted streets as Nguyễn Xí, Đinh Lễ, Lý Thái Tổ, Trần Hưng Đạo, Lý Thường Kiệt, Hai Bà Trưng, Hàng Đường, Hàng Đào, Hàng Ngang, Hàng Giấy, Phủ Doãn and Quán Sứ. The prices cover roadway and pavement points of this kind only.
What the police are checking around the Old Quarter
A Hanoi public-information portal page posted on 19 October 2026 describes checks by traffic police team No. 1 with Hoàn Kiếm ward police. The checks it describes targeted cars and coaches stopped or parked against the rules, on streets including Hàng Tre, Trần Quang Khải and Tràng Thi. Between 15 and 19 October the team handled 38 cases on the spot and recorded nearly 50 more for later handling.
Three details matter to a rider planning a drop-off. The page notes that the 15 October change in parking prices at some locations coincided with more wrongful stopping: some drivers parked on the road to avoid parking costs, which the page says is not a reason to break the rules. It also says the team had 100% of the parking-lot owners in its area sign a commitment not to place vehicles beyond the painted lines. Vehicles left a long time that obstruct traffic, with no driver present or reachable, are verified and handled and can be towed where necessary; there the page speaks of vehicles in general, not cars only.
An older note on parking points near the walking space
A Hanoi city portal page dated 25 May 2022 reports a conference on the Hoàn Kiếm Lake walking space. It says ward chairmen were to fine parking points that charge above the set price and clear unauthorised ones, and that the district planned to look at moving parking points further from the walking-space checkpoints. As a 2022 page it shows officials’ concerns then, not the street today.
A general checklist for a drop-and-walk plan
The points below are general guidance, not statements from the pages.
- Look for painted lines and signs at a spot before leaving the bike; the police page describes lot owners being asked to keep vehicles inside painted lines.
- Ask the attendant whether the price is for a day turn, a night turn or both, and when the spot closes. For the ticket side, see Hanoi Motorbike Parking: Tickets, Payment and Collection Checklist.
- For a Friday to Sunday evening walk, the 30 June city page advises looking at the zone map and following signs, routing and the instructions of officers; plan the drop-off outside Zone 1.
- The 30 June city page itself recommends buses, urban rail, public bicycles, walking or a mix of modes for trips into the centre, and says bus trips within Ring Road 1 carry no ticket charge from 1 July 2026 to 30 June 2027 (tourist and business buses excluded).
- If you prefer to leave the bike where you are staying, see Overnight Motorbike Parking in Hanoi: Questions for Your Hotel. For stays inside the quarter, there is Motorbike Rental for Hanoi Old Quarter Stays: Pickup and Delivery. For where a rented bike may go, ask the shop.
What the pages leave out or disagree on
- No page names a parking point at the edge of the Old Quarter with an address, capacity or closing time.
- None says whether a rented motorbike is treated differently from a private one on a given street, lot or checkpoint; the Zone 1 rule above names all motorbikes.
- None lists which Old Quarter streets are one-way, or in which direction.
- The Decision 5794 page gives no hours for a day or night turn, no list of the roadside points, and nothing on hotel, shop or private lots.
- The zone map is not reproduced. Yên Lãng’s summary lists both Lê Thái Tổ and Lý Thái Tổ, and the copy of the 30 June page read shows the Phase 1 main measures with no list after them.
- The 19 October police page concerns cars and coaches; it describes no motorbike checks or spots.
- No walking times, distances, queue lengths, shade or toilets appear.
- The pages differ on when motorbikes that fail emission level 3 (QCVN 99:2025/BNNMT) may no longer circulate in the zone: the 30 June list puts it in Phase 2 (2027), the Hoàn Kiếm ward page in Phase 3 (2028 to 2029).
