Red River Dike Roads by Motorbike: Check Access Ramps and Surfaces Before You Go
About 7 minutes to read
Hanoi’s Red River dike roads are flood-defence works that also carry traffic, and several recent Hanoi pages describe their ramps, surfaces and works in progress. This guide sets out what six dated pages say before a rider plans a Red River dike road motorbike outing around Hanoi, then lists what they leave out. It is a reading guide, not a route: the pages do not say which dike roads are open to motorbikes, and none describes the stretch nearest the city centre. For crossing the river between Gia Lam and central Hanoi, see Gia Lam to Central Hanoi: Compare Legal River Crossings for Motorbikes.
What the Law on Dikes says about vehicles on a dike
A Government portal document page (vanban.chinhphu.vn) reproduces Law No. 79/2006/QH11 on Dikes, adopted on 29 November 2006 and, per its text, in force from 1 July 2007. Three provisions concern a rider, and each is the law’s own statement, not a ruling on a particular bike.
- Article 7 (prohibited acts), item 6, bars two things: using motor vehicles over the permitted weight on a dike, and using motor vehicles on a dike where a prohibition sign is posted because the dike has an incident or there is flood, inundation or storm. The listed exceptions are dike-inspection and dike-protection vehicles, vehicles on national-defence or security duty, ambulances and fire vehicles.
- Article 28 says a dike combined with a road must keep the dike safe, and an upgraded dike must be maintained and repaired to the dike technical standards and the traffic technical standards.
- Article 31 leaves the permitted weights, the rules for permitting motor vehicles on dikes and the design of dike signs to the agriculture ministry.
The text says “motor vehicles” (xe cơ giới); the page does not define the term or name motorbikes. Restrictions like these can change, so confirm on the sign itself and with the local dike-management unit before leaving.
Ramps: what the pages describe
Hà Nội Mới, a Hanoi newspaper, reported on 23 March 2026 from Dike Management Unit No. 1, which manages the right Hồng dike (26.58 km, surface 5 m wide, through Vật Lại, Cổ Đô and Quảng Oai) and the right Đà dike in the former Ba Vì area. The unit said the two routes have more than 1,000 ramps up onto the dike, and that numerous ramps are high and straight, a potential safety risk to people and vehicles.
On 5 October 2026 the same newspaper reported work on the left Hồng dike in Đông Anh, Thiên Lộc and Vĩnh Thanh communes, between chainage K48+165 and K64+126. Crews were building ramps and their retaining walls, and the report lists the base, road surface, drainage and lighting among items still to finish.
Surfaces and widths on the Red River dikes
- Width. The 23 March report says that on a number of sections of the right Hồng dike the surface is fairly narrow, so two cars meeting must slow right down to pass, and a photo caption calls the surface at Quảng Oai narrow and in poor repair at a number of points.
- The city’s aim. Hanoi’s Plan 265/KH-UBND of 7 July 2026, summarised on the city portal on 8 July, calls for the widest cross-section possible, at least two traffic lanes, reinforcement of dike base, body and slope, and treatment of seepage, slides and boils. It also mentions monitoring cameras. This is a plan, not today’s surface.
- Central stretch. The plan says dike building and tidying, and management of the river flats, in the central urban area fall under the Red River Scenic Boulevard project.
- Works. The 5 October report quotes a project official saying the working space on the dike surface is cramped and car and motorbike traffic is heavy, which complicates building, and the reporter noted some sections not yet started for lack of cleared land, or moving slowly. Completion is expected in 2027, after a start in April 2025. Lighting is on the unfinished list; for after-dark riding in general, see Night Riding in Hanoi: Visibility, Oncoming Dazzle and Roads to Keep for Daylight.
Signs, load-limiting blocks and blocked sight lines
The 23 March report says Hanoi placed markers on some right Hồng sections to keep out heavy trucks while leaving room for cars and light trucks, and counts six load-limiting blocks on that route. A Quảng Oai resident told the reporter some blocks are small enough that a fire engine struggles to pass, and the commune chair said the commune has asked the dike authority to study removing them.
A resident’s question on the city portal, dated 24 October 2025, says a cracking dike section near guard post 29 (điếm 29) on the Red River dike had warning signs from the ward and piled soil meant to restrict transport vehicles, which the question calls a temporary measure. The city’s reply concerns the right Hồng dike in Sơn Tây ward and does not mention the signs or soil. It says a route plan for the dike road, from Ring Road 5 at the Vĩnh Thịnh bridge head to Lê Lợi street, was approved on 8 October 2025 and the project was still preparing investment.
A Mê Linh commune page dated 10 September 2025 reports clearing signs, awnings, trees and other obstacles that block sight lines along the left Hồng dike, to keep the dike and its traffic safe and support storm-season disaster prevention.
Rain and flood season
The Law ties prohibition signs to floods and dike incidents, as above. The 23 March report adds that the 2024 and 2025 floods were exceptionally large, set new record levels on some rivers and overtopped dikes over wide areas. The pages give no rain amount or water level at which a dike road closes. For weather decisions, see Hanoi Rainy-Season Riding: A Go-or-Postpone Decision Checklist.

A general check before you go (not from the pages)
These points are general guidance for the day, not statements by any page.
- Read any sign at the foot of a ramp, including which vehicles it covers, before turning in.
- Stop and look at a ramp’s slope and surface before committing, and pick another if it looks steep or broken.
- Treat a stretch with workers, barriers or stacked material as a works site: slow down and be ready to turn back.
- Ask the ward office or the dike-management unit responsible for the stretch what applies there, and ask the shop about the route before setting out.
- For choosing a bike first, see Hanoi Scooter Rental: Complete Guide for Travelers.
What the pages leave out
- Which dike roads are open to motorbikes (the 5 October report mentions motorbike traffic on the left Hồng dike but no rule about it), and whether a given sign covers a scooter.
- Ramp positions, gradients, surface and lighting on the stretch nearest the city centre.
- Any fine amount, fee, opening hours or closing dates for a dike road.
- Any rental-bike rule, or what a shop allows on a dike.
- Whether the Law text has been amended since 2006, and the agriculture ministry’s weight and permit rules under Article 31: neither was read.
- How the 5 m surface width fits the plan’s two-lane aim: the first is a dike unit’s figure for two routes, the second a goal.
- The sign-and-soil measure comes from a resident’s question, not the city’s reply, and the newspaper pages rely on interviews.
