Leaving the Old Quarter by Motorbike: One-Way Signs and Weekend-Evening Closures in 2026
About 7 minutes to read
Riders who want to leave the Old Quarter in Hanoi by motorbike face two separate checks: does the next street allow travel in the direction wanted, and is it open to motorbikes at that hour? This article collects what the pages read say about one-way streets, the Old Quarter’s outline in Hanoi’s 2026 low-emission pilot and the weekend-evening closure, then shows how to test a route on a map before riding. It does not plot a route to Hoan Kiem Lake, West Lake or the bridges, because none of the pages read does. The newest page read is dated 5 July 2026, so each rule below needs a last check against the signs on the day.
What the national standard says about one-way streets
The text of QCVN 41:2024/BGTVT, the national road-signage standard, was read on 26 October 2026 on LuatVietnam, a private legal portal, because no official copy of the text was read for this article. The page dates the standard 15 November 2024 and says it replaced the 2019 version. It defines a one-way street as a road that lets traffic go in one direction only.
For such a street the standard describes sign P.102 (“Cấm đi ngược chiều”), which bars vehicles, motorised and non-motorised, from entering in the direction the sign faces, with priority vehicles excepted. Pedestrians may still use the pavement or verge. The opposite direction is the one that is allowed, and the standard says it must carry a one-way information sign or R.302 signs at the ends of a median. A prohibition sign takes effect from where it stands, and P.102 has no end-of-prohibition sign.
Signs the standard names
| Sign | Name in the standard | What the text says |
|---|---|---|
| P.102 | Cấm đi ngược chiều (no entry against the direction) | Bars all vehicles entering in the direction the sign faces; priority vehicles excepted |
| 407a, 407b, 407c (information signs) | Đường một chiều (one-way street) | Traffic goes only the way the arrow points and turning back is barred, priority vehicles excepted; 407a stands after an intersection, 407b and 407c before it on the road leading in |
| W.204 | Đường hai chiều (two-way road) | Placed where a one-way stretch ends, to show that two-way traffic begins |
| S.508 | Biểu thị thời gian (time plate) | Placed under a prohibition sign when the ban applies only at certain times |
| 423c (information sign) | Điểm bắt đầu đường đi bộ (start of pedestrian road) | Tells pedestrians and drivers where a stretch for pedestrians begins |
What a police page quotes for riding against the direction
A page on the Gia Lai provincial police portal, dated 6 June 2026, cites Decree 168/2024/NĐ-CP, Article 7(7)(a). It says a motorcycle or moped rider who goes against a one-way street, or on a road marked with the “Cấm đi ngược chiều” sign, is fined 4,000,000 to 6,000,000 VND and loses 2 points from the driving licence. If the act causes an accident, the page gives 10,000,000 to 14,000,000 VND and 10 points. The page is a provincial police warning, not the text of the Decree.
The Old Quarter’s outline in the 2026 pilot
Hanoi’s city portal (15 June 2026) reports that the City People’s Council approved the Ring Road 1 low-emission scheme. Its first phase, from 1 July to 31 December 2026, covers 119 streets and 5 lanes in two areas. The streets named for each area are names to look for on a map:
| Area | Streets named by the city portal |
|---|---|
| Area 1 | Inside the Hoan Kiem Lake pedestrian street, enclosed by Tràng Tiền, Hàng Khay, Lê Thái Tổ, Hàng Đào, Hàng Ngang, Hàng Buồm, Mã Mây, Hàng Bạc, Hàng Mắm, Nguyễn Hữu Huân and Lý Thái Tổ |
| Area 2 | The whole Old Quarter, limited by Hàng Đậu, Phùng Hưng, Tràng Thi, Hàng Khay, Tràng Tiền, Trần Quang Khải and Trần Nhật Duật |
VnExpress (1 July 2026) lists 12 streets around Area 1, adding Ngô Quyền, which it says was not in the earlier draft; it also describes Area 2 as an axis that takes in Thợ Nhuộm, Hàng Bông and Phan Đình Phùng. The Chinhphu.vn page (5 July 2026) says the exact boundaries are set on the map attached to Decision 3273/QĐ-UBND, which was not read for this article.
Weekend evenings: Area 1 closed to motorbikes
The Chinhphu.vn page, reporting an announcement by the city’s Department of Agriculture and Environment, says that in the first phase all road vehicles in Area 1, including motorbikes, mopeds and cars, are banned from 19:00 to 24:00 on Fridays, Saturdays and Sundays every week. VnExpress, reporting the traffic plan that the Department of Construction announced on the evening of 30 June, describes Area 1 as the Hoan Kiem Lake walking space, the Old Quarter and the Hoan Kiem night market, kept as a walking space as now. It adds that priority vehicles may operate around the clock and that the ban excludes vehicles under the Ministry of Defence and the Ministry of Public Security. The city portal, by contrast, makes the whole Old Quarter Area 2, so the pages do not agree on which area the Old Quarter falls in, and therefore on how much of it the evening ban covers. The Chinhphu.vn page also says Hanoi has not banned all petrol motorbikes and cars across Ring Road 1 as a whole.
The two reports frame the rule differently: Chinhphu.vn lists it under the first phase, which ends on 31 December 2026, while VnExpress places it among rules that apply across all phases. The Giảng Võ ward portal (24 April 2026), crediting Vietnamnet, says in a piece written before the pilot began that traffic cameras using AI have been installed to help control vehicles entering the pilot area. Hours like these can change, so they need confirming on the city’s own announcement or the signs before leaving. For the wider scheme, see Hanoi’s Low-Emission Zone Scheme: Dates, Areas and Rules for Motorbikes.
Checking a route on the map before leaving
Google Maps Help (read on 26 October 2026) says two-wheeler directions are only available on mobile devices and in limited locations, and that they show routes away from roads where two-wheelers are not allowed, possibly towards shortcuts along narrower side roads. A second Google page says driving routes are designed for cars and may navigate to car-only roads, and tells users, when in doubt, to follow actual traffic regulations and confirm signage on the road. The passages read do not mention one-way streets, pedestrian streets, Vietnam or Hanoi.
As general guidance rather than a statement from any page: before starting, pick the first two streets of the route on the map, compare the direction the map shows with the sign at each entrance, and check the time of day against the Area 1 hours above. App settings are covered in Checking a Navigation App for Motorbike Riding in Hanoi: Routing, Offline Use and Lane Guidance, and a map that points at a barrier in When Google Maps Sends You to a Closed Road in Hanoi. For the pickup side of an Old Quarter stay, see Motorbike Rental for Hanoi Old Quarter Stays: Pickup and Delivery.
What the pages leave out
No page read lists which Old Quarter streets are one-way for motorbikes today or which way each runs, so none is named here. None recommends an exit route to Hoan Kiem Lake, West Lake or the bridges, and none gives distances or travel times. Nothing says how a rider whose bike is inside Area 1 at 19:00 on a Friday, Saturday or Sunday should leave, whether residents, hotel guests or rental riders are exempt, or what a breach of the evening ban costs. The two lists of Area 1 streets differ by one street, the city portal makes the whole Old Quarter Area 2 while VnExpress counts the Old Quarter in Area 1, and the pages differ on whether the evening ban is a first-phase measure or applies throughout, so they leave open whether it continues after 31 December 2026. The standard was read only on a private portal, and the Gia Lai page does not say how licence points apply to a visitor. Google’s pages do not say which places “limited locations” covers.
