Electric Scooter Running Cost in Hanoi: Electricity Tariffs, Battery Plans and Swap Fees from Published Pages
About 6 minutes to read
This article looks at electric scooter running cost in Hanoi using only what published pages state: battery sizes and ranges from VinFast, Honda Vietnam and a VnExpress report on VinFast Max and Selex packs, the residential electricity tariff printed on pages dated 31 May and 2 June 2025, and the battery plans and swap fees that makers and news reports list. Each calculation is written as “if the page’s price is X and the battery is Y, then Z”. The newest dated page read is from 4 June 2026.
What the pages state about battery size and range
VinFast’s Evo200 specification page (22 October 2022) lists one LFP battery of 3.5 kWh and a range of 203 km per charge at 30 km/h with one 65 kg rider. It gives about 10 hours for a 0-100% charge on the 400 W charger and about 4 hours on a 1,000 W charger. The table below lists the figures the pages give:
| Model | Figure stated | Page and date |
|---|---|---|
| VinFast Evo200 | 3.5 kWh; 203 km at 30 km/h, one 65 kg rider | VinFast, 22 Oct 2022 |
| VinFast Evo (swap model) | Up to 165 km per charge with an extra battery fitted | VinFast Evo page, undated |
| VinFast Max battery | 1.5 kWh; 85 km per full charge | VnExpress, 29 Aug 2025 |
| Selex Camel battery | 20 Ah, about 7.5 kg; 50 km | VnExpress, 29 Aug 2025 |
| Honda UC3 | About 120 km per charge | Honda Vietnam, 4 Jun 2026 |
The Evo page gives no capacity for its swappable battery, and Honda’s page gives no capacity or range for the CUV e:.
The electricity tariff the pages report
The Lam Dong Power Company page (2 June 2025), on an EVNSPC site, carries a news item reporting that Decision 14/2025/QD-TTg of 29 May 2025 cuts the residential tariff from six tiers to five. It puts tier 1 at about 1,984 VND per kWh and tier 5 at 3,967 VND per kWh, before VAT. VnExpress (31 May 2025) prints both price lists, in VND per kWh before VAT:
| Tier | Six-tier list | Five-tier list |
|---|---|---|
| 1 | 0-50 kWh: 1,984 | 0-100 kWh: 1,984 |
| 2 | 51-100 kWh: 2,050 | 101-200 kWh: 2,380 |
| 3 | 101-200 kWh: 2,380 | 201-400 kWh: 2,998 |
| 4 | 201-300 kWh: 2,998 | 401-700 kWh: 3,571 |
| 5 | 301-400 kWh: 3,350 | 701 kWh and above: 3,967 |
| 6 | 401 kWh and above: 3,460 | None |
VnExpress gives the average retail price as 2,204.07 VND per kWh from 10 May 2025. It adds that the Decision builds a separate retail tariff for EV charging stations and posts, set at 71% to 195% of the current average retail price depending on voltage level, but prints no VND per kWh figure for it. The tiers are monthly bands of household use (tier 1 is 0-100 kWh a month on the five-tier list), and the pages do not say which tier a scooter owner’s extra charging would reach.
Home-charging arithmetic
If a page’s tariff is X VND per kWh and its battery holds Y kWh, one full charge costs X times Y, before any charger loss. Using the Evo200’s 3.5 kWh and VinFast’s 203 km figure:
| If the tariff is (before VAT) | then 3.5 kWh costs | and per km over 203 km |
|---|---|---|
| 1,984 VND (tier 1) | 6,944 VND | about 34 VND |
| 3,967 VND (tier 5) | 13,884.5 VND | about 68 VND |
The same logic applies to swap fees. If a 9,000 VND swap refills a 1.5 kWh VinFast Max battery rated 85 km, a full pack costs about 106 VND per km. If Selex’s 8,000 VND swap refills a 50 km pack, that is 160 VND per km. These ratios mix figures stated under different or unstated conditions and assume the whole range is used. VinFast’s 203 km applies to 30 km/h with one 65 kg rider, and the page gives no figure for other speeds or loads. VnExpress says the VinFast fee includes the charging electricity but does not name a price per kWh.
Battery plans and swap fees
VnExpress (29 August 2025) gave VinFast’s rent as 200,000 VND for each battery each month. CafeF (20 May 2026) gives 175,000 VND for one battery and 300,000 VND for two, a 9,000 VND swap fee and a free-swap offer of 20 each month until mid-2028. Selex’s Q2 2025 price list and Honda’s 4 June 2026 announcement add these:
| Offer | Monthly fee | Other fee stated |
|---|---|---|
| VinFast, one rented battery (CafeF) | 175,000 VND | Swap 9,000 VND per battery |
| VinFast, two rented batteries (CafeF) | 300,000 VND | Swap 9,000 VND per battery |
| Selex TP1, self-charge, 1 battery, 300 km included | 100,000 VND (108,000 with VAT) | Swap 8,000 VND with VAT; deposit 400,000 VND per battery |
| Selex G1, station swap, 1 battery, 200 km included | 125,000 VND (135,000 with VAT) | Deposit 400,000 VND per battery |
| Honda CUV e:, two batteries, home charging | 250,000 VND (10% VAT; 245,455 with 8% VAT), for buyers of the CUV e: without batteries | None stated in this table |
| Honda CUV e:, two batteries, swap-station package | 350,000 VND (10% VAT; 343,637 with 8% VAT), for buyers of the CUV e: without batteries | Unlimited swaps |
Honda’s page also lists a 7,020 VND fee per charging point, with 8% VAT included, at its UC3 charging hubs, which it describes as expected from July 2026. It gives the UC3 charger as 1,200 W and about 4 hours for 0-100%.
Selex’s monthly vehicle rental
Selex’s Q2 2025 list also covers renting a vehicle with batteries by the month in Hanoi and Ho Chi Minh City. For a vehicle that has been rented out before, open to all customers and with three batteries, it lists a base of 990,000 VND each month (1,069,200 with VAT), no included distance and a 2,000,000 VND deposit for vehicle and batteries. Distance is charged per km: 360 VND (389 with VAT) for km 1 to 2,000 on the self-charge package, or 500 VND (540 with VAT) on the pay-per-km swap package. An individual-only package, DT100, lists 3,000,000 VND a month with VAT, 4,500 km included and 443 VND per km beyond that, with VAT. These are Selex’s own offers, and the page does not say whether any of them applies to short rentals.
What the pages leave out
No page gives a price per kWh for public charging posts or swap cabinets. The tariff pages are dated 31 May and 2 June 2025, and neither says whether prices have changed since. No page states charger losses, so the energy drawn from a socket for one 3.5 kWh charge is not stated, and the range figures are makers’ stated figures (only VinFast’s 203 km gives its conditions) rather than measured Hanoi consumption. The two VinFast rent figures differ between the August 2025 and May 2026 reports without explanation. Honda’s page does not define its charging-point fee unit. Nothing here covers day rental, who pays for electricity on a rented scooter, or what a Hanoi rental shop charges as deposit or fees. Selex’s monthly rental table lists an 8,000 VND swap fee (with VAT) only for its self-charge package. For rental questions, see Hanoi Electric Scooter Rental: Common Questions Answered. Because the pages describe different models, a page on tracing one scooter’s manual is Find the Exact Manual for Your Rental Scooter: Model Code, Year and Market. A price comparison between bike types is in Electric Bike vs Electric Scooter Rental Hanoi: Compare Prices.
